IXUS 145 overexposed image

Hello! My IXUS 145 captures over exposed images when daylight or when the surroundings is bright, and the images has lines when it is dark. There is no problem when I take a video though. How can I fix this?when the surroundings is brightwhen it is dark and has minimal lights
