Canon lists the specs for an SD memory card for the PowerShote S3 IS as:

Not sure why you brought up CompactFlash.
Anyway, the maximum it can handle is the maximum of the listed cards, in this case SDHC which goes to 32 GB.
For my T6S, it specifies
So I can also use SDXC which allows for 2 TB(!)

So, if the PowerShot S3 IS can take SDHC memory cards up to 32 Gb, are there any restrictions on the class of the card (such as Class 4) and transfer speed (such as 48Mb/s), or will ANY SDHC card up to 32 Gb work on this camera?

Any SDHC should work, but higher speeds may just be wasted. At some point it won't be the card holding things back.
