All of my printed sheets come out with this blue streak with red dots and I have no idea how to fix it. I tried cleaning both the fixer assembly and ITB but it actually got worse after that. Is there anyone who knows how to help? Thanks!

Are you using Canon OEM brand toners?
Have you removed and inspected the magenta and cyan cartridges to see if any toner is spilled in the paper path or if something (a roller) is binding? Low toner might cause this as well.

I have SmarTact brand ink.
I checked the cyan and magenta and it seems like there were splatters of ink on the rollers. I cleaned those and tested printing something but it still happened and there is more ink on the rollers now. Is there anyway to fix this or would the only solution be replacing the ink?
