Where can I download the Canon Camera Connect v3 app for connecting a Canon PowerShot ELPH 360 HS A camera to an HP laptop with Windows 11?

The Canon connect App is an application intended for a mobile device or tablet.  It's available from the App store or Google Play.

No software is needed to connect your camera to a computer.  The manual says the camera is available in two connection options, mini USB and USB-C.

I would suggest a card reader.  A card reader will provide the fastest transfer method. They are available at most drug stores / Best Buy etc for $10 -$20.

If you want to use your Windows laptop for tethered shooting, I think you'd be better off with EOS Utility than Canon's Camera Connect.
