EOS webcam utilities is not working

Hello i have a EOS 250D and have been trying to use it as a webcam however all I get is this 

I don't have EOS utilities 

I have turned off the WIFI on the camera 

and I have changed cables and ports 

so I honestly don't know what the issue is
