You should be using the quick control wheel (the big dial on the back of the camera) to set that. Make sure the power switch is aligned with the white line to enable the quick control dial. Note not every lens supports 10 fps shooting. Lenses that don’t will make the camera slow down automatically. Canon has a list of lenses that support 10 fps shooting.

Are you using the correct dial on the back of the camera. The dial behind the shutter button is not the correct dial. Are you holding down the button while turning the dial.

I am confused, are you in the custom function setup where you can set a maximum FPS limit? If this camera is new to you, I would reset the custom functions to factory default. By default, that limit isn't enabled so all of the selection is done by the regular drive mode button so that you can select high or low as your drive speed limit resulting in 10 fps high (assuming your shutter speed is set fast enough to allow for this drive rate) and 3 fps low.
If you are in custom function III -18 on the custom function menu, set this custom function to disable so that the drive speed limits of 10 in high and 3 in low are used. If you enable CFN III -18 then you can separately limit the high and low speed maximum rate by registering a value. But it doesn't sound like that is what you want to do.

Definitely go online and download the manual but in the meantime here is how you clear the custom functions and I would to that now. And I believe you need to use the set button to select your choice so that may be the reason you have been unable to do so.

What lenses are you using? Not every EF lens made is capable of 10/ 12 fps shooting especially older lenses. Canon has a list of lenses which are compatible.
