got this thing used it looks like it's new, it has an efs 18-55 IS II lens .

Whenever I try to auto focus on something it just doesn't. it turns the lens and I can see what i'm trying to shoot come into focus and then it passes it up and locks out of focus.  if I use the view finder and hold the photo button half way I can use MF and the little red dots show up when it's in focus though.  is there some way to fix this?

Try a different lens.  The camera doesn't focus, the lens does.

EB

I would if I had another lens. could this work? https://www.youtube.com/watch?v=vOjCiJN7T2E

I assume that you are shooting in One Shot focus mode, which usuallly means the camera beeps when locks a focus. You might try focusing more than once on a subject. The first focus gets you close. Subsequent focus locks can make it focus a litttle better.

What shooting mode are you using? Set the round dial to “P” shooting mode, which can teach you about the camera, but also displays nearly all of the camera menus. Download the instruction manual from Canon, and learn how to set the center AF point as the only active AF point.  It is the most sensitive, and shoul give the most accurate focusing.
