Hi jim1!
If you need the flash to fire all of the time, regardless of what the camera may determine is necessary, switch the MODE DIAL to the P mode, then press the FLASH button to raise the flash. If the flash is raised, it should fire each time you press the shutter button.

Hello Forum;
That flash button is hard to find on my Canon EOS Rebel T3. I thought it was on the back but it's on the top.
Question: Is there any way I can force the flash on in the CA setting?

Nope. The Camera is totally in control. That is why you need to switch to "P".
