If it can, then it does not connect directly to a PC, like you would connect to a tablet or smartphone.
You would need to connect to wireless access point on your home LAN. Your PC would need to be device on the LAN. You camera lacks an OS, much like a wireless printer lacks an OS. To connect to a wireless printer, you need to be running an application on your PC. Your camera would work the same way, assuming that it does connect with the EOS Utility.
