Photo app says the file can not be opened. They are all in .heic extension.

The "multiple images" allows for "live images" whatever those are. I think I took one by accident on my new iPhone once. 8^)
My point is that this is a new image format, and an update to Windows should allow you to view them.
My sons send me images of the grandkids via the iPad sharing thingy. He takes the photos with his iPhone, and sometimes the pictures "move" when they first open. It is as if the photo is a single frame in a 1/2 second of video footage.
