Video Exposure concept , missing pieces ........plz help

I have Mark iv ...

I think , right or wrong I don't know,... main things that help in proper exposure are Aperture , shutter speed and ISO

in photography I saw people play with shutter speeds and aperture too much to handle light ....but in VIDEO

- ISO i understand increases noise ...

- aperture cannot be increased than the maximum and

- shutter speed (double your frame rate ) can't be changed in video again and again if you are not looking for some specific effect ,

then what exactly besides ISO can be altered (other than putting lights ) in a camera to increase light ......or there are no other ways .....

and if at all you have to change them what would be the order in which you would change ISO shutter speed and apterture...... ??

Most video cameras have Neutral Density filters built in that cut down the light, Canon EOS do not have those, so you have to add them externally.
