I bought a canon EOS REBL T7 I'm trying to transfer my Video to my Smart phone, but it keeps saying This movie format is not supported. I've shortened the video, but it still won't let me transfer. How do I get the recording off my camera to my phone

I believe that the Rebel is recording to a MOV format whereas phones typically want H.264 or H.265. Do you have a computer (what make and model)? And what make and model is your phone?
For all my video work over the years, I have captured video in various formats captured by Canon and Sony products. I then imported them to my computer (Macintosh) and performed any edits (originally iMovie and now Final Cut Pro). A final step is to export the movies suitable for my devices (Apple devices in my case). For now I select H.264 as the export format since my current computer would take too long to export H.265.
