Any Rebel is a good starter camera. Later models have more features, but a working older model is adequate.

As John said, any camera will get you going, but you need to realize that the 450D is a VERY old camera, so unless it is a gift you need to consider the cost and condition - the camera was released 15 years ago, so it will not have any support from Canon if you have issues.
If you are paying for this unit, you should have the camera's condition checked, especially for wear of the shutter. Much depends on what you are going to shoot and what your intentions are, as to it's functionality. So, it would be helpful to know what you are considering doing with the unit, and what lenses you have.
