Which version of LR do you have? You are using a known good USB cable? You did disable EOS Utility? They don't play well together.
EOS 1D, EOS 1D MK IIn, EOS 1D MK III, EOS 1Ds MK III, EOS 1D MK IV and EOS 1DX and many lenses.

I use the same USB cable. OK, does EOSU tether for you?

Latest LR and known good cable, EOSU works. I think you need to get a hold of Adobe. It sounds like an Adobe issue since we know with your set up it is possible.
I know Adobe can be a challenge with support so I wish you good luck. I wish I could help more! I don't have a 5D4 but I do tether my 1DX and it works perfectly. Anyway good luck with Adobe. Sorry.

The EOSU can automatically startup when you connect a Canon DSLR camera and power it up. Make sure EOSU is not running when you want to tether to LR.
