Restricting Shooting Modes in R1

I would like to restrict the Modes separately for stills and movies. How can I do that? I find that the setting applies same irrespective if the button is on still or movie.

On checking the web one gets wrong information that says camera should have separate menu for Modes of Still and Movies in the Yellow section where as I see a single setting in the Orange Menu.

Also I can see that restrictions do not apply to C1-C3, however I do see the restrictions applied when I am in one of these modes.

If you are referring to custom shooting modes, then you are correct.  You would need to configure stills and movie separately.  You need to be in stills for stills and movie mode for movies.
