The AF focus light appears when I press the AF-ON button on the back of my EOS 70D camera, but not when I press the shutter button half way. How do I get the focus lignt in the eye piece to turn on when I press the shutter button halfway down?

You need to go into the AF menu & re assign AF to the shutter button. It can be set to one or the other. (the rear button)
