My EOS 90D works normally in the green A+ (as far as I can tell) When you switch to P, Tv, Av or M, it jumps around between those modes frenetically and camera is essentially unusable. I've looked for possible conflicts in the settings but am now convinced there is a problem. The video function appears to work normally. For lens, I use Canon EFS 17-55 mm Ultrasonic Image Stabilizer on AF setting and Stabilizer On. And the AF does not work in any mode besides green A+.

Sorry to hear about your camera. It seems like your camera needs to be serviced by Canon.
I suspect that the mode dial could be bad. If so, then the entire top assembly would be replaced. The labor costs associated with disassembling an assembly, troubleshooting the assembly, removing and replacing parts, and reassembling the module is costly.
