I was watching a video and it said the canon r8 didn't have an off-camera flash. Is that true?

By "an off-camera flash" do you mean the ability to control flash units that are not physically connected to the flash shoe in the camera. If so the answer is on P214 of the Advanced User Guide, which I recommend you peruse.

A camera does not "have" an off-camera flash. If you use an external flash when it's not mounted on the camera's hotshoe, that's an off-camera flash. You can do this with an off-camera cord, like Canon's OC-E3 or an aftermarket equal, or by controlling a capable flash wirelessly.
