I just purchased a new MacBook Pro with OS Monterey. I see there is no EOS Utility compatible with Monterey but I can't even get Image Capture to recognize the camera. Any suggestions?

Have you tried a new cable? My T6S works fine on my M1 with Monterey*. I can try my older camera tonight, too, though I do not suspect Monterey.
*Plugged into the USB-A connector on my Dock.

Turns out It took about 10 minutes for Image Capture to recognize it and load the photos. It's incredibly slow but its working. Thanks.
