5D mark IV focal points not displaying when taking picture

have been looking in the manual, looked online, even when i'm at the menu where you are supposed to turn it on, it won't let me. I select it where it says "off" but no option to turn it on. Please help!

I dunno.  Settings that cannot be changed are typically greyed out.  Your “Disable Display” option is not greyed out.  I suggest that you reset the camera back to factory defaults.

You are conflating apples with oranges.  

The “Blue” menus are the “Playback Menu” system.  Those settings determine how images are played back on the rear screen.   They have noting to do with the AF point display in the OVF.

I recommend setting “Magenta” menu you have displayed on the right to the top selection.

[EDIT] That same menu is indicating that you the AF Display disabled.
