Hello,
I had recently bought a used Canon 28-105 lens off of Amazon and I noticed that my pictures are coming out a bit fuzzy. I had taken a look at the lens under a light and it appears to have something on the inside. Could this possibly be lens fungus?

Whether it is fungus or not, it looks like disassembly may be in it's future.
You can try putting it in a window in direct sunlight for a month or so and see if it diminishes. (if it is fungus)
