So I bought it earlier this year, it prints alright no issue there, but can not will not scan.
There is no app that was downloaded and installed for the scanner, clicking IJ Scan Utility from the start menu does nothing, the Scan row in the Quick Menu is empty, the Scanner section in Settings can find the Scanner but does nothing with it, the Test Scanner in Diagnostics says it's all working fine... I even had to download MS's free Scanner app which can find the scanner, but click Preview or Scan... and nothing happens. The scanning arm (or what ever it is called) doesn't move one iota. The lights are on - currently telling me I need more colour ink - but that's it; I seem to have bought a printer with a glass window purely for decoration

Sounds like you've answered your own question. If the Microsoft Scan app doesn't even work, you have a dead scanner. It was a real cheap machine to begin with. Time to replace it.
Incidentally, the "arm" you refer to is the scan head.
