Pixma TS8220 ink cartridge case is stalled. printer will not reset. no visible torn paper or other

Greetings,
By "stalled" do you mean the ink caddy does not move left, right or reset when you open the cover?
Close the cover, Unplug the printer. Press and hold the power button for 30 sec. Reconnect to power, turn on, wait for the system to start, then open the cover. Result?

i did what you suggested. now it keeps giving me the error that the output tray needs pulling out. it will not quit this error. the ink cartridge will not return to home base.

I had a 1313 error not caused by an actual paper jam that would not clear. Remove the back panel and the green cartridge thing, then for the cardboard / cardstock backer of a note pad through the rollers to the print head. Pull it back and forth a few times. I never found what the issue was, assuming something was just dirty that the cardboard helped clean off.
