Does anyone know how to make the scanner scan as a PDF vs an image? Each time, I have to open the image and print to PDF. Attached are 2 pics. I've tried so many different settings. What am I missing?

You may have a Canon utility program folder in your windows start menu, there you should find a scan utility program which allows you to change the type of file format the scanner saves a file. That is where I change the file type, I cannot change it from devices and printers in the control panel as well.
