EOS VR Plug-In activation for Adobe Premiere Pro not working

I upgraded to Win 11 and when I installed the Premiere utility the activation routine didn't appear. When I run Premiere it says the HVEC codec not authorised. I tried uninstalling the utility and reinstalling it. Nothing... I tried Uninstalling, restarting my computer, reinstalling... Nothing. Please help?

I even tried uninstalling Premiere and the VR utility then restarted and reinstalled both and nothing! Please help
