Couldn't find this anywhere and Canon suggested I ask my question here:
On the PowerShot ELPH190IS camera, is there a way to set red-eye reduction to always be on?

I would refer to the User Manual. From what I read (note that I only briefly scanned the manual, so could be incorrect), there are two ways to deal with red-eye: proactive; and after-the-fact.
For proactive, see the "Subjects are affected by red-eye" troubleshooting section on page 122. I don't think you'd want certain settings on no matter what you're capturing. There are some cons when doing so from what I read. But, I believe if you plan to capture several shots in a row of people, there seems to be a way to configure the settings.
For after-the-fact, see page 68 where you can edit images and have it remove any red-eye.
