I can understand Canon's not wanteing to publish a hard comfy of the users guide for everyone. Costly. But, is the online one designed only to be viewed online? I"ve tried to save or download it with no luck. I've tried to print small parts of it and only got blanks.
Is this everyone's experience or am I missing something?

What "user guide" are you trying to get? All the one's I have ever got from the web site have been pdf's. This is a simple matter to d/l and save to your computer and to print.

I think Canon doesn't provide paper copies for lenses but I've always get a paper copy of the manual for every camera I ever get (P&S and DSLR)
The manuals are in pdf which you can download and print. The catch is, when printed, it has a "copy" watermark across every page. If you can get past that you are golden.
