Tripod recommendations for recording video in windy conditions

I've read other posts for this matter, but hope for some ideas. Canon EOS70D, basic zoom lens 18-55, probably will shoot video zoomed in due to the location. Had earthquake bobbles with wind gusts, up and down, and will now try shooting without Image Stabilization. However, my tripod is probably 75 years old, no budget for something new. IF one could purchase, what is the best option for the least cost?  And, any ideas to stop wind shake with what I already have? The weight of my camera is firmly supported and the tripod does not blow over in the wind. I had to extend the center columns (2 of them) 2 feet from the 3-legged base, to be at the needed height. Thanks to everyone!

Bean bags hung from the center pole to increase mass. 
Often the camera turns off IS when on a tripod, so you might not be using it anyway!

Thank you for the good suggestion, appreciated.  Re: IS...I do not believe it was shut off, because of the videos I shot, when there was a wind gust, the video literally started bobbing up and down like an earthquake. None of my footage is usable, due to the consistent bouncing.  Unless this was due solely to the wind? Thank you.
