Hello,
I set Aspect Ratio to 16x9 in the Settings, because I do a lot of family videos that include video clips and photos vied on a flat TV with same Aspect Ratio 16x9.
When I load the .CR3 Raw files in Capture One Pro they are all 3x2 ratio and I have to always adjust them.
My other camera Z50ii is also set to the same 16x9 ratio and when NEF Raw are loaded to the same Capture One, they are still 16x9 ratio and fill the frame nicely. So the editor software is ruled out.
What could be the issue with this puzzle … set at 16x9 in the Settings R8, yet they always convert to 3x2 ?

Greetings,
3:2 is the native aspect for still images
.CR3 is the file format for still images
Video is captured in H264 8Bit and H265 10bit in a .MP4 container with various bitrates available, IPB Standard, IPB light or All-I.
What lens(es) are you shooting with.
Is your question in regards to still images, or video? I ask because you referenced .CR3 files but state you are shooting video.

It’s the Editor. Check your settings and updates.I don’t use the R8, but the Canon DPP4 app and LR read the RAW files from my R6ii and display it correctly, “As Shot”.
All RAW files are saved in 3:2 format. The EXIF data has the desired aspect ratio for display purposes. I suggest that you check the EXIF data to see what aspect ratio values are being stored.
