Canon used to have something like a loyal customer program where you can turn in old or dead Canon cameras for discounted prices on new ones (usually refurbished equipment).
As far as I can tell they no longer officially do that. However, I heard that if you call in and with the right person, Canon would still give you a good deal.
The 70D is still a great camera...I'd consider sending it in for repair...it might be worth it.
