Pixma 3620/OS is Windows 11
Setup is complete. I have a blue light indicating Wi-Fi connection.
Printer will not respond. Error message says "estimated ink levels". This is brand new printer with brand new Canon Brand ink installed. I've had this model before and have never had this issue. Any thoughts on what's happening here?

I assume that your printer is an MG3620, a good printer I own one as well.
First make sure the cartridges are locked in properly. Normally the printer flashes an orange light if there is a problem with the cartridges themselves.
This estimate ink levels message indicates that the printer cannot see the ink levels. Usually this is a sign the full driver package has not been installed. All the software can be found here: https://www.usa.canon.com/support/p/pixma-mg3620 download the full driver and software package and install it.
Here is a guide (the video is a bit basic but I watch it when I installed mine) written instructions to connect to a Windows pc is just below the video. The setup connects your printer to your PC and the PC connects it to your wifi. I connected my MG3620 using a printer cable, and setup network printer sharing so other devices can print.

Thank your Derrick. I'm able to print now but only if the USB cable is connected and the ink levels show up. If I try to print through the Wi-Fi connection I get that same error message that ink levels cannot be determined. While I can now print not being able to do it via the Wi-Fi is a PIA. If I try to use the Diagnose and Repair it tells me it can't identify the printer. How can it identify it in all other ways but that one?
I've had this same printer before and it was giving me problems with printing and the paper feed kept getting jammed. This new one is a replacement for that one. The other was working fine when connected via the Wi-Fi so why is this one not accepting a print command when wireless? I did use the USB cable to run the setup because the router is in another room several feet away and one of the instructions wanted me to perform some action with the router I didn't quite understand.

Are you further away from the router than you were with your previous MG3620? What were the instructions the setup asked you to perform with the router? Did it want you to change the router to transmit at 2.4ghz by any chance?

No farther away than before. About 15' or so on a direct line. It's the same router I've had all along but it's in a closet. That's where it's installed in these units and I have no option to move it. But my laptop operates fine from that router and the previous printer did as well. Speed for download and upload is roughly 100 mps.
The instructions for wireless setup simply asked me to hit what I believe was a reset button for a few second then release it. It is a 5G connection but the instructions never suggested a change to 2.4 ghz. There is an old 2.4 G identified for my unit but I'm not certain it's operational any longer. But if I'm doing a download/setup via cable that shouldn't make a difference should it and I don't want to operate off a 2.4G connection any longer.
The ink thing is strange. The former printer worked fine in wireless mode it was just something in the paper feed that kept jamming up whenever I'd print or copy and there seems to be no way to access that inner workings of that. If I used re-manufactured ink cartridges it couldn't track ink levels but it never failed to print. But in this case there are the two brand new Canon cartridges that came with the printer. With the cable connection it picks up both but via wi-fi I just get the error message about ink levels. I may have my son-in-law take a look. He's far more tech savvy.

The MG3620 requires 2.4ghz, it will not connect to a 5ghz network. 2.4ghz is not as fast but it has a longer signal range than a 5ghz. When a device is at the limit of a 5ghz router signal it can act a bit flakey.
