My T4i has a static noise when setting off flash i get this noise when pressing down half way down

When using my T4i when pushing down part way on shutter button flash makes a static noise then fires

is this noise for red eye reduction is this normal.

Does it make the sound only when using flash? I have had a couple of lenses that made a noise that I believe is IS being initialized.

Ditto what JoeN said.  

Noise that sounds like "static" is probably the image-stabilization (aka "IS") feature of the "kit" lens.

You can turn off IS with the switch on the lens to confirm.  

 

Flash charging sounds more like a high-pitched whine, usually.

When i put either 18mm to 55mm or the 75mm to 300mm kit lenses to manual mode the noise 

disappears and the red eye reduction light glows yellow. Is this noise all coming from the kit lenses.

The noise is coming from the image stabilization (IS) feature of the lens and could be caused by any lens with IS. My 28-135 was really noisy and my 100-400L occasionally makes a little noise. Any time you half press the shutter button you activate IS if it is turned on. Don't worry about the noise.
