I usually do not fax I am utilizing Fax Zero every time I attempt to send a fax it failed due to poor phone line quality to the receiver's fax machine
How do I fix this?

This type of problem can be a pain to resolve because it can involve multiple pieces (I worked as an IXC/CLEC Central Office technician for 23 years).
Firstly, do you have traditional telephone service (aka a POTS line) or some sort of VoIP telephone service? If you have a POTS line, do you hear any sort of noise or static when making or receiving telephone calls? Also, if you have a POTS line, can you have the provider perform a cable test to determine if there is any abnormalities detected?
Secondly, if you have VoIP or similar service, these new technologies do not play well with legacy data transmission such as fax & modem. Providers might be able to make changes in their equipment to increase the chances that faxes will complete.
