CCL.dll error when installing EOS Utility

When I try to install any version of EOS Utility I get this error message in the Windows Event Log:

Greetings OmniChi,

Our software uses a universal installer which is compatible across multiple versions of Microsoft Windows. In case you are experiencing issues with installing the software then we would suggest to uninstall any previous version of EOS Utility you may have already installed.

Restart your computer prior to installing the latest version of EOS Utility 3 that you've downloaded from our Canon USA website. Please check to see if your computer is running any security software or has any security settings enabled that may be preventing the software from installing.

In case persists then you may test to see if the software will install on a different computer. If you're still experiencing issues then we would suggest to contact the manufacturer of your computer or Microsoft for further assistance.
