Hi! I have had this camera for about a year now (Canon VIXIA HF R400) and was wondering whether or not I can remove the fuzziness from the video maybe in settings? I realized putting the video on "Programming AE" helps a little bit... But, the fuzziness is still visible on my laptop. Any suggestions?

Are you viewing it at native resolution or something like full screen which increases resolution?

The Vixia HF R400 doesn't use oversampling. So even though it's mentioned that it's resolution is 1920 x 1080, it's not true pixels (it gets complicated).
Thus, footage will end up with a decent amount of aliasing (lines don't appear that sharp). Is that what you're seeing?
