The latest Canon Camera Codecs for Windows that I am aware of dates back to 2014. Cameras like the M3, and I assume other cameras released in 2015, may not have codecs to allow previews in programs like Windows Explorer. I am disappointed that the M3 doesn't work at all.
Seeing how rumors are rampant about more new cameras coming out in coming months, are there any plans to update the camera codecs? Is the ball in Canon's court, or Microsoft's court?

Canon hasn't released a codec since 2012. I think you need to invest $10 in FastRawViewer if if you want to see your images in Windows.
