Hello,
My CanoScan 9000F Mark II won't power on completely. Whenever the unit is plugged into the outlet, the blue ring around the power button illuminates and stays on, but the scanner is unresponsive when the power button is pressed. I tried unplugging and plugging it back in but nothing changes. The blue light remains on but the scanner does not do the mechanical start up sequence, neither is the scanner recognized by my PC. The blue light around the button goes away when the unit is plugged out of the outlet.
I don't know why this is happening. It was functioning normally before. Any assistance with this issue would be appreciated. Thank You.

Is your CanoScan 9000F Mark II connected to a power strip/surge protector? If so, please try connecting directly to a wall outlet. If the issue persists, please try a different outlet.
If it still does not power on and off correctly, it would appear that your CanoScan 9000F Mark II would require service. If your CanoScan 9000F Mark II was purchased less than a year ago, please contact one of Canon's Technical Support Representatives via phone or chat to obtain your in warranty options. To contact a Technical Support Representative, please use the link below to log into your My Canon account:

Once logged in, click on your CanoScan 9000F Mark II and then click on the Product Support button. When that page loads, click on either the Phone Support button or the Chat Support button to access support.
If your CanoScan 9000F Mark II is out of warranty, you are eligible for Canon's Upgrade Program. This is for out of warranty units which have been diagnosed to require service, or for some reason are incompatible with a new or upgraded system. This option allows you a one-time opportunity to purchase a replacement product, discounted from the list price.
If you would like to take part in this option, please call our Sales Department at (866) 443-8002 Monday through Saturday, 9am to 9pm. Let them know you have been working with technical support and the Canon Upgrade Program was offered.
