Win11 - PIXMA PRO-100 - Can't get "Full page" print right

I have a project in Photoshop. The canvas is set to 8.5x11. I have a boundary with corner markers. I NEED this boundary and markers to printer where they are in conjunction with the size of paper. This will also apply to 13x19 sheets. 

The issue is that the printer will not print "full page". The most outer border of the project is either printing too small or too lager. I have tried borderless and with border. along with nearly every combination of scale types. What am I doing wrong?
This happens (outer line is supposed to be outer edge of page/paper)
