I have a Canon MF3010 Printer. I purchased a New Samsung Galaxy-Book 4 Edge with Snapdragon X Elite running Windows 11. When I download the driver it will not open. I get the folowing message, "The Setup Program is not for 64-Bit Windows" and then stops loading. I have plugged the USB cable from the printer into the laptop and drivers do not load automatically. The Printer does not have blue tooth capability.

The processor in your computer is not supported by the installer. I don't believe this model has ARM support either. Your printer is not the only device that may be limited by the device you've chosen. ARM processors have not been fully adopted at this point. I think in time they will but right now compatibility and support is still limited.
