I have a Canon 3650 printer which when I scan a photo it is in pdf can I convert this to jpeg file

You can.
Here are some options:
Screen capture your PDF, save. Open in Paint, cut or crop the image and save as .jpg file type.
Use PDF to JPG app which is free from the windows store.
There are also online converters avaialble.

Just scan as "Photo" instead of "Document" JPG will result.
