Help.. Issues printing to IRADV C5255

Canon IRADV C5255...  Windows 7 to Windows 8.1...  Having issues with some people not being able to print to the Canon while others can.

Symptoms:  Ran printer setup.  Printer was found on the network fine. Setup ran and restarted computer.  Printer is not being recognized on network now.  It is showing offline yet other people are printing fine.  This is happening to about half the people we have tried to setup.  These people are in offices next to each other.  Some of the computers are setup as DHCP clients with private address's while others have static public address's.  Public and Private address's are both having issues with some users but not all.  Have checked firewalls to make sure that was not an issue.  Can ping and web browse the printer fine, just cannot print.

This is happening to users who are getting new systems as well as users with system they have had for the last 3 years.
