my sx60 wont turn off, any sugestions?

Yes if it is still under warranty call Canon to at least get the problem on record in case it comes back and or it doesn't get resolved here.
In all likelihood the on/off switch is acting up. You can try removing the battery and holding the on/off switch down for at least 30 seconds then replace the battery and try again.
There are no settings that will cause that and that on/off switch is located above a flexible circuit board perhaps that circuit board is not connected fully, postioned wrong, loose etc.
If it is under warranty I would not suggest trying a small shot of Deoxit5 electrical cleaner or Canon might make an issue of that if you send it back.
If there is no warranty then yes try a small shot of contact cleaner or perhaps compressed air. Deoxit5 is the best and will not ruin any plastics but you don't want to use to much of it.

... and if the camera is still not turning off properly, don't replace the battery. Leave it out until the camera is professionally repaired.
