My Canon Powershot A510 has corrosion on the metal part of the battery plus

After years of disuse, my camera corroded (on the plus axis). I used a new alkaline battery. Then, I accidentally removed the battery while the camera was on. It caused the lens to pop out. Then I reinserted the battery. When I clicked power on, the camera wouldn't turn on. I've tried cleaning the rust using a cotton bud but to no avail. Any suggestions?

Battery corrosion isn't "rust". Some corrosion can be wiped off with a lightly-dampened cotton swab. But then cleaning the terminal with an abrasive (sandpaper) is needed. This is easy, as the positive terminal is out in the open.
