The external pop up works, the settings are in M and I am able to select force flash, but when I hold down on the camera the flash charges but does not fire. The flash had no problem working before and I have only started having this problem a week or two ago.

Hello qwertypoop,
It doesn't sound to be a settings issue, but I would recommend starting with resetting the camera to defaults. This item is found in the yellow wrench menu #4 listed as Reset All. If the flash still does not fire in Manual mode with fill/force flash enabled, then the camera would need to be sent to our factory service center. Ship your camera to either of the addresses listed below depending on which is closest to you:
Canon Factory Service Center
123 Paularino Avenue
Costa Mesa, CA 92626
or
Canon Factory Service Center
