.CTG files instead of photos. How to get images?

Using a 2GB PNY Optima SD card with my Power Shot SX500 IS and getting .CTG files which my HP Win 7 doesn't recognize.  Tried support sites recommended by Microsoft to find a way to fix.    A few of the photos did show up, but not the bulk of them.  Why did Canon do this?
