Canon MF733 - Poor scan quality

We have several issues with a new Canon MF733 machine.

PDF black & white scan is very poor quality.  Settings in scan utility are set to PDF, 300 dpi.  Text is legible but poor.  Original document is high quality.  Image size is only 120KB in size, unecessarily small in modern computer and internet specifications.  Can this image quality be increased along with an increase in file size (600KB would be more appropriate for a quality scan)?

Additionally, when scanning a document in color, the default file type is .JPEG, this is not wanted and has been changed to .PDF for color images on both the originating from computer and originating from scanner.  However, the color scans are still sent to the computer as .JPEG images even after a restart of the printer as well as the computer.  Is it possible to force a color scan to be sent as a PDF.  It is cumbersome to import .JPEG images and convert to .PDF files after scanning.  The HP machine this MF733 replaced scanned color images to PDF or JPEG as specified.

Both the issues described above also occur in our D1500 copier.  We did not pursue further as it is almost solely used as a copier.  This is not an acceptable situation for an office printer/scanner where document quality is required.
