i cant for the life of me figur out why there is 2 different profiles for each type of paper in photoshop with a different fractional number beside them? what are they??? HELP!!

They are the quality settings associated with those profiles - i.e if you are using quality setting 1 or 2 choose a profile that shows 1/2.

Don’t feel bad. I have been sending my stuff out to labs for years. I finally bought an inkjet last year and had the very same question.
If you print on highest quality, it applies a different amount of ink, so it needs a slightly different ICC profile than if you print on the lower qualities.
