i have just acquired a rebel 350D which will not power on.  i've supplied a new battery, fully charged and CF card.  is this camera simply obsolete, or might it be possible to repair it?

It can be repaired but it is not likely to be cost effective.  Send it in for evaulation to Canon Service.

A refurbished Canon Rebel T3 is only about $250 (with kit lens). This means it doesn't take much of a repair bill to reach the point where it's better to just get a newer camera.

Also... if it is a dead camera, don't toss it out... ask Canon about their loyalty program. You can only get the details by calling Canon service. You may be able to trade-in your old camera for a better deal on an upgraded camera.
