LC-E17E charger broken?

I charge lp-e17 battery when in camera indicator that battery 2/3 full so i charge that for straight 5 hours but the charger still solid orange light, and when i plug battery on camera, it still 2/3 full. I confuse which one is broken, the battery or the charger
Please give some advice
I just start to learn photographs but this happened to me

We don't know which is bad. It is always a good idea to have another battery on hand anyway. Buy a new Canon brand battery and see if that charges.
