What computer operating system?

Have you downloaded the latest version of Canon EOS Utility?

Windows 8.1
And I have downloaded eos utility software 3.1 version

If you uninstall EOS Utility and connect the camera does Windows recognize the camera? It should show up as a device.

Are you using the cable that came with the camera?

I uninstalled the eos utility and connected the camera with the cable came with it but it is not recognising the device and not popping up any dialog box

This might help

"...it is not recognising the device and not popping up any dialog box"

Then it is likely a computer problem and not a Canon or EOSU issue.  Do the troubleshooting steps to fix it.
